xtensa-lx106-elf-gcc cannot find libraries

I'm trying to use esp8266-arduino-make on Windows 10 using CLion. I have installed the Arduino IDE and used version 2.4 of the ESP8266 community board repository.

However when attempting to link the basic example without any linked Arduino libraries:

I get the following errors:

I have the Windows 10 SDK installed and the x64 directory containing the libraries set in PATH. It seems like xtensa-lx106-elf-gcc just cannot find the dependencies.
